New Delhi, Apr 9 : A Manipuri woman, caught with over over 1.4 kgs of heroin at domestic airport here in 2005 and held guilty of working as a drug "carrier", has been has been sentenced to 10 years in jail with a fine of Rs one lakh. Additional Sessions Judge M K Nagpal awarded 37-year-old Mankhanching Tombing the minimum sentence for her offence under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, saying she was just a "carrier" and not a kingpin of any drug syndicate.
"As per the story of the DRI (Directorate of Revenue Intelligence), the convict was only acting as a carrier of the contraband for monetary considerations and is not alleged to be the kingpin of any drug syndicate. "Hence, keeping in view the totality of the facts and circumstances, convict is being awarded the minimum sentence of rigorous imprisonment for a period of 10 years and a fine of Rs one lakh," the court said.
According to the prosecution, the convict, who hailed from Manipur, was arrested on September 27, 2005 from the domestic airport here by DRI sleuths following a tip-off that a woman passenger named Mankhanching Tombing taking a Chennai-bound Jet Airways flight would be carrying narcotic drugs. When her baggage was inspected at the airport, a plastic bottom lining was discovered in her trolley bag in which over 1.4 kgs of heroin was found by DRI officers, the prosecution said. During investigation, Tombing told the DRI that she was carrying the drugs for a Malaysian woman who had promised her USD 1,000 for delivering the package at the Penang Airport in Malaysia. During the trial she denied the charges and claimed that it was a false case against her.
